Finally found a rare one in Teldressil south of Starbreeze village, but had to battle about 30 before I found a rare.

I DID find one in Desolace as a secondary in the green center part of the zone. Was an uncommon, but after checking at least another 30 pets, did not find another. VERY uncommon I'm guessing for those who are rare hunting.

 

EDIT: After giving up here, I just went to Hillsbrad and got a rare within about 20 minutes of searching. Best place BY FAR.
