Though slightly lower in level, I found rares easier to come by in Winterspring.

 

HOWEVER - BE WARNED - if you find one in the northern part of Winterspring near the frostsabers and have to duck out of combat to heal your pets to full (as we often must do when checking lots of pets in search of a rare), as soon as you forfeit, a nearby frostsaber will come and kill your critter. Keep yourself well enough healed that you can handle your rare alpine chipmunk without having to exit first.

Lots of these guys in the Frostfire Hot Springs area of Winterspring. They spawn so fast by the time your current battle is done there will be 4-5 more right next to you!

I found them in Stonetalon at both Sludgewerks and in Sun Rock Retreat.  (Uncommons)
