Players will need to find and interact with a Recipe Rat (not to be confused with the NPC with the same name in the Zskera Vaults) to receive Ratcipe: Charitable Cheddar.
This critter can be found in Zaralek Cavern. Interact with Squeaking Swiss in a crate at Obsidian Rest to receive the Recipe Rat. Provide the rat with enough Fine Aged Cheddar to receive 30 Ripped Recipe Scraps, which turns into the cooking recipe.

Dalaran crater in Hillsbrad is a great place for rats.
The cheese is inside the box at 52.48, 26.80.
Piggybacking on Xikol's comment above. Loch Modan as either Horde or Alliance is the best. Took me 10-15 minutes to run that route 1 and a 1/2 times to get all 50 rats.
If you are looking to feed the rats. Go to Lock Modan around 28.4 80.2 and 34.8 76.6 where the trogg are. Go into the cave there as well. If they don't respawn fly in the direct of 24.4 30.2 along that wall where the gnolls are and than go back. Should have all the ones you need in 2 rounds.
Any updates on which rats we feed? I have tried to feed a rat every where but no success.

...there's memories!I found the rat for cooking recipie close to Koslahki in obsidian rest (52,26) clicked on a semi hiden cheese.
he despawned from bag after 10 mins but was able to pick him up on the same spot.
