This wild pet can only be spawned by using the item, Rodent Crate.
It can be purchased from the Operation: Shieldwall (alliance) vendor, Proveditor Grantley, for 2,000 Domination Point Commissions. Or from the Dominance Offensive (horde), Ongrom Black Tooth, for 2,000 Lion's Landing Commissions.
Using the Rodent Crate will spawn 5-7 Sumprush Rodents in the surrounding area. Any players may engage in battle with these wild pets, not just the user of the item.

Took me about 20 minutes to find a rare. I battled and if it wasn't a rare, cancelled it then killed it so it resprawned. Took 20 minutes to find a rare. Another 10 more minutes to find another rare of a different colour. Still the same pet, just different colours.
I did this last evening and the crate continued spawning rodents for a full hour. As was stated, don't panic, rares will spawn. I saw 6 rares during the hour but none were level 25.

Was sort of underwhelmed after getting enough tokens but the rodent was interesting enough. Never saw a rare though...
when you drop the crate, don't be afraid to abandon a fight if they are poor or common - you should get a green or rare after a bit as they keep popping - just a note tho - you may get enticed to fight because when 2 other mobs join, one of them might be an upgrade for you. Try to resist and keep going for the rares on the sumprush :)
Killing the npc's of this quest and mobs in between i farmed about 900 token in 2 hours
(ofc on day that this daily wasnt offered, they have an incredable respawn rate)
Lucky also managed to get a rare pet out the crate aswell.
Just farmed enough commissions for the crate. The rodents do in fact have a very quick respawn, and comes in 2 different colors as said by the other commenters.
Farmed for the full 20 mins, finally got a rare after 16min (had me worried for a bit), had the remaining time trying for a rare of the other color to no avail.
It seems there could be a maximum of 6 of them up at the same time, and they do stay up even when the duration of the crate runs out (although no more will spawn after that)
These guys are obtained from the Rodent Crate, which costs 2000x Lion's Landing Commission or Domination Point Commission.
Note that you do not get the pet directly, but instead temporarily activate Sumprush Rodents as battle critters. When I purchased a box, the entire area near the commendation vendor gets bathed in fast respawning Sumprush Rodents for 20 minutes. They are not visibly restricted to only the crate user and there appears to be a zone-wide alert when you have used the box.These come in two colors - beige or blue, and maintain those colors post-capture (I picked up a rare of each color for no particular reason)
Still searching. Wish there was a better method to communicate to other pet hunters when and where things like the crate are released (when certain rares are up, etc...) in game. Oh well, back to the grind.
Went to the Offensive to do my dailies, lucky me..someone had just put out a crate! I battled pets for 18 of the 20 minutes..snagged a rare Rodent as well as it's secondary spawns..upgraded my Spiderling, Shore Crab to rares :) The rodents continuously spawn for the full 20 minutes.
These are a triggered spawn needing 2000 of the new tokens to buy the box of rodents from the vendor they are visible by everyone and spawn for 20 mins
