Players can earn this pet when the Pet Battle World Quest "Shifting Ground" is active on The Forbidden Reach.

The quest involves defeating a legendary "boss pet" NPC in a pet battle. Its difficulty can be reduced down one rank for every defeated nearby enemy pet NPC. Once its difficulty reaches rare, defeating the "boss pet" will reward the pet.

Looks like Blizzard are "gatekeeping" the pets as so far "Flow" and "Vortex" have shown up repeatedly and the other two haven't so I'm guessing they might turn up after the weekly reset...? 

 

Just seems to have been a really weird RNG about which battles spawn as the fire battle spawned this morning
