Confirmed this by copying my fishing character over to the patch 6.1 PTR and when I checked what Nat was selling, there it was! So it looks like the bug that kept this pet from showing up is finally fixed!

The Sea Calf is finally(!) available with the release of Patch 6.1, price is still 50x [Nat's Lucky Coin]

El's Extreme Anglin' also notes that the Sea Calf currently doesn't require any reputation with Nat Pagle. The PTR is the PTR, so things could change before it's released of course.

The other good news is, the Lunker drop rate is also supposed to be increasing in 6.1
