The chain can be done once per individual account (though I don't have multiple accounts so don't know what happens when you merge them all on battlenet). If you have not yet completed Tamers of Outland, yes you can battle each Outland tamer two times in a row. The first time is as part of the quest chain. I battled Ras'an in Zangamarsh normally. When I turned in, he had a dialogue to the effect of, "I think I've gotten better. Want to try again?" I accepted and won and got more exp for my toon and pet. Now he's back to his usual dialogue "Have you ever been to Stormwind?" and not offering me a quest....

I can probably get from tamer to tamer faster on my mage with 310% flying than I can logging off and on again 11 times.
