Perhaps they might start spawning tomorrow (11/16/16). The anniversary may be the special time of year and it starts tomorrow. Pretty sure it used to say something about Novemeber.

If it is not during anniversary, it could be during Christmas, as a simple google of "special time of year" has many hits for Christmas.

Other than that it could be in April during the micro holiday "March of the tadpoles" As actual real tadpoles in real life usually emerge in April. 

Got this yesterday thanks to a nice Horde guild on Zul'jin. The guilds name is <Pet Peeves>. Should be able to whisper someone for an invite. Then all you need is to level your new toon to level 20 ish with a renowned guild tabard on. Took me about 4 hours to grind. Pet costs 300g to buy at revered. Not much time left to get it!
