After a lot of time spent farming with no luck, I just managed to buy this from the Black Market Auction House. It had a 10k starting bid like other pets.

My experience was that the apes continued to respawn as long as it was still raining, but they took a few minutes to do so.

There don't seem to be many of these around, but I also found one on the Mystral Lake island.

Just caught a one that was level 23 with 3 pets at 18, 17 and 16. Very tense battle but I had to try since it only spawns once a week!

I find it really weird that the flavour text for this guy says it has a 'natural defense against magic', yet they gave it the flying type which takes 50% extra magic damage. Perhaps it was supposed to be a dragon type.
