Yep, you're right. Min-maxing, the Emperor is a better pick. The Spirebound does really well though... the difference between the 2 stats is, eg ~50 hp healed per Healing Wave cast, so it's not gamebreaking if you opt for the Spirebound. My Perky Pug, Bertha, was actually supposed to be Mr. Rochester. Even just 'Rochester' was blocked, and I'm not sure why. Place name? the 'chest' in the middle? Still not sure.

Burning/Scorched Earth and Conflag combos too, and no DoT damage from Scorched Earth. Also, Mudslide, but lolol. And yeah, I'd agree with the assessment that it's generally a fairly weak racial, even with the buff.
