There are a total of four Tiny Carp that can be fished up in Pandaria:
The Tiny Red Carp can be fished up from Spinefish Schools. Additionally, it can be caught by casting into the Fish of the Day in Kun-Lai Summit.
Another way to obtain this pet is by fishing from open Sha-Touched water in Dread Wastes, Kun-Lai Summit, The Jade Forest (Widow's Wail only), and Townlong Steppes.

The red scales on these fish are believed to be a warning to predators of the Townlong Steppes and the Dread Wastes that their flesh is toxic. Dedicated fishermen can sometimes befriend one.

Not too many recent comments, but I just fished at Fields of Niuzao right next to the trainer in open water, and after 713 casts caught my Tiny Red Carp! Good luck to everyone, but wanted to let you know that as of Shadowlands still seems able to get!
Tonight I started fishing at Niuzao Temple about 10:30pm. I had equipped a Draenor Fishing Pole and a Highfish Hat, at 1:16am with a fishing skill of 1030, on my 368 cast not including missed catches, I caught my Tiny Red Carp. I have tired for weeks, researched and tested different areas and I believe that this is the best area to get your Tiny Red Carp. It may get a little frustrating at times but don't give up. Good Luck
A guildie of mine got this pet for me on a whim on the auction house. It was already level 25, and I have to say that it's one of the most useful pets in my arsenal. It has poison spit, which is amazing against critters, and spiked skin, which I love against moves like stampede, swarm, nut barrage, etc. I've found it ideal when leveling my lower-level pets in Pandaria. Plus, bonus: it heals other aquatic pets on your team! I recommend this pet to anyone who's on a pet leveling streak like me.

Open water fishing at the small lake next to Niuzao Temple worked for me. (Fishing skill was at 727). Took <200 casts in duration of split fishing over two days. Good luck everyone.
Took 593 casts before I was able to pull the Tiny Red Carp up in the little lake located at 35.7 - 53.3 in the Fields of Niuzao in Townlong Steppes.
All casts in open water (not in pools) with skill 790.
This was the last in the carp lineup I need, so I'm pretty stoked right now :)
Caught this little guy today from the lake in open water near Niauzo Temple in Townlong Steppes.
367 Casts over a period of several days.
Fishing skill of 780: Kalu'ak fishing pole and a Heat-Treated Spinning Lure.

Over 1200 casts in Kun Lai Summit in Sha-Touched pools got nothing, took Equinox tip and moved to Townlong at the little lake by the Temple (35, 52). With in 20 minutes of fishing in open water I got the Tiny Red Carp.

715 Fishing skill
To answer Sweetdr0ps, the reason is because the Red Carp drops from Spinefish pools, and of all the useable fish in Pandaria, Spinefish are the LEAST valuable. And yet the pools (and the open water surrounding them) are in places that require the highest skill. So, if you are fishing in open water, there's more of a chance of trash fish instead of good fish, or the Red Carp. And since fewer people farm spinefish, there are fewer Red Carp on the AH, despite having the same drop rate.
136 stacks of fish later, numerous sealed crates, the rock in the middle of the pond now in the shape of my dwarven tuchus and still no tiny carp.
After fishing for 1100 casts in Kun Lai Summit in Sha-Touched pools I finally gave up and moved to Townlong in the little lake by the Temple. After only 10 minutes of fishing in open water I caught my Tiny Red Carp. I should have listened to all the other posts and moved there first!!! *35 casts.

At last, caught from the lake in open water near Niauzo Temple in Townlong Steppes.
I had 735 fishing skill and took 4.908 casts (9h00 elapsed) according Fishing buddy... Hardest carp to catch :s
Fished up from the lake by the Niauzo Temple in Townlong Steppes. had 735 fishing skill and took around 325ish casts; I didnt have the required 725 skill during my first session for this guy so my numbers are probably off
I also got mine in the lake in Niazao Fields in open water. Had fishing skill between 790 and 820 the whole time. Fished over 2,000-2,500 casts for this one in various places that were said to contain it.

I fished this guy at the lake near Niuzao, didn't cast in schools, took about 300 casts. Also stood on the rocks in the lake to fish undisturbed.
Caught mine last night at the small lake just north of Niuzao Temple. I stood on one of the rocks in the middle of the water to avoid the mobs that pat around. Open water, 50ish casts using Kalu'ak Fishing Pole, Weather Beaten Fishing Hat and Pandaren Fishing Charm.
After about 450 casts I was able to pull this guy up in the the pond/little lake in the Fields of Niuzao in Townlong Steppes.
I tried over 1000 casts in the Sha-Touched Waters near Binan Village in Kun-Lai Summit without success.
Over 3500 fish and 40+ sealed crates and I finally got it! I spent so much time at the pond in the field of Niuzao it was insane! But it does drop here, like everyone states. Now for the Blue and the White!
