Level 1 wild pet in Vale of Eternal Blossoms?

As the title says, I just saw a level 1 golden civet outside the Horde shrine. Battled it to see if it really was level 1, and killed it. Didn't think until afterwards that I should've caught it - it'd be a bit of a rarity.

Anyone else seen anything like this?

There used to be level 1 Gilded Moths (or level 3? something very low) in the Vale which would spawn in the horde Shrine. Never seen a low level Golden Civet though.
