Surge of Light bugged?

Surge of Light bugged?

I've tried it 4 times now. Cast Darkness, switch to Soul of the Aspects, cast Surge of Light. 4 Hits, no stun. Enemy Pet was Oily Slimeling. Is there anything I don't get about the ability or is it currently bugged?

Look at the elemental racial effect.

Oily Slimeling is Magic, SotA is Dragonkin. So no Elementals involved.
