They're 110+ only, but as they're reasonably account-wide I can complete them on any character, no matter the level.
A lowbie can talk to Muyani but after selecting the option you get "You don't meet the requirements…" message.
I'm not sure whether it's 110+ only itself, or it's 90+ because of the technology of scenarios introduced in Mists.

Could someone make it clearer and more accessible please? No reason to gate the instance itself IMHO…

Yes, it's a real pain that it seems that only 110s can run the actual dungeon. I used a level 68 to get and hand in the quests. I gave 47k exp.

This just bit me too. Get all the way out there on a low level toon, and can turn in the breadcrumb but then there's not follow-up.
