Darkmoon Faire rep bonus

I was making the rounds of Draenor tamers with the Darkmoon Faire WHEE buff and it did not seem to be applying any additional xp gain. Did this get changed?

The WHEE buff has never affected pet EXP. The Darkmoon Tophat does however.
