Lower hitchance with pets below 25

Anyone know how much lower hitchance is with pets below level 25? I recently did a PvE fight with my Wanderer's Festival Hatchling (level 19) and his Bite (100% hitchance) missed 3 times in a row. I checked to make sure there were no hitchance lowering abilities active.

Your accuracy reduces by 2% per level relative to your opponent's level. If your lvl 19 is fighting lvl 25s its chance to hit is actually a baseline 88% but if your lvl 19 fights a lvl 23, it'll shoot up to 92%. If your lvl 19 fights lvl 19s, there is no longer a base miss % as so that 100% hit ability should always hit (barring things like Sandstorm, Blind, etc).
