Low level pets vs high level pets

I was fighting a level 25 epic with my level 19 Rare, and my 100% hit chance spell missed 3 times in a row, without any alteration of hit chance ( as in spells ). Does being lower level have effect on this matter?

Yes from the 5.3 patch notes "... and reduced the chance to miss opponents of higher levels from 5% per level to 2% per level." so your pet should have had an 88% chance to hit.
