"Threshold" on Early Advantage

So, I've pretty much fallen in love with the Infinite Whelpling as a battle pet. I absolutely love it's moveset combination of Weakness and Sleeping Gas, plus it's fairly high attack and speed numbers. However, one thing that's been bothering me is Early Advantage. The attack quite clearly reads "Deals double damage if the user has lower health". However, it seems that I have to have considerably lower health (at least 200 less) than my opponent before the double damage actually triggers.

Has anyone else noticed this, and do you think this is a bug or intended?

The issue with early advantage is that most forgets about the initial load of damage from the ability. THEN the bonus damage happens IF you still have lower health than the target.
