Not much additional to say on the subject.
Bug report on the official forum now, at least 1 horde also affected.

Same here, quite annoying since it is the last one that I need, but it is only the first day so I am not too worried.

Phasing was an issue for me in that area as well, when I was hunting Kun-Lai Runts. I fixed it by doing a quest chain to the southwest (at the gate to townlong steppes), which involved killing Yaungol and eventually rolling flaming barrels at them, and finally I was sent to the monastery to talk to the monks there. I'm not sure exactly where the quest chain started--either at the gate, or possibly at the shadowpan fallback which is a bit more south.
