I dont know is it quest log bug or game exploit, but today I got 2 same quests on different chars - from Dalaran and from BfA. I quest log I saw only 1 quest. But after I won 5 battles I was able turn it on both chars.

Yeah, it's confusing, but it works out, since you can still turn the quest in only once per character.
