Skip to around 19:30 as a safe spot where he gets into the Val'kyr. Summary below.

Unborn Val'kyr Spawning Conditions
(Confirmed by @Mumper during Interview at MMOreporter)
- Random set of spawns across all of Northrend, no set spawn points/areas at all.
- Nothing to do with Rare spawns or their locations.
- Players can slightly affect the spawn time/location of another Unborn Valk'yre by catching a wild one. (@Mumper did not clearly state what this means)

Unborn Valk'yre Unique Animation / Ability (out of pet battles)

If a player has an Unborn Valk'yre summoned out of a pet battle and they run by a dead critter (not a battle pet), the Unborn Valk'yre will resurrect the critter!

Documented on wowhead so we can clear up the craziness we have all been going through trying to figure it out, lol.

random spawns... this is going to be hell to get. best bet would be to camp out a few known spawn spots and hope for the best.

Question. Does anyone know if NPCScan actually works for trying to find this pet?

Sorta. If you clear your caches and then don't open your pet journal, it'll work. As soon as you open your pet journal it'll trigger NPCScan.
