Got my 400 minipet last night to get the achievement. Bought one from the AH to ding 400 on.
Immediately got Venus and so am sittin' pretty at 401 now and lovin' it.
I'm going to keep going with collecting of course, and can't wait to finish off Safari next summer (only missing 3), but now I can concentrate on leveling up those that I have.

In case others are struggling with getting to 400, note that if you can find someone with a bunch of cageable pets that you don't have, it's easy to transfer them, get the cheever + Jade Tentacle, and then give them back. You'll keep your achievement and tentacle even if you drop under 400 after the fact.
Of course that someone who can help you out will need to trust you, I don't see anyone giving away rare cageable pets to strangers
