On a side-note the decorations are still active. So if anyone is missing the pets, you can still get them if you know someone with the pets in his/her garrison.

This is correct, it's best to take advantage of them while they're here. I wouldn't be surprised to see a hotfix deployed, disabling all remaining decorations on all Garrisons.

I just don't think they were meant to be 100% permanent - at least, considering there are Winter Veil decorations coming too. So go, go! Grab those pets (and the Sack of Spectral Spiders!) while you can

I'm not 100% sure about it. There is an option to remove them by talking to the NPC after all.
Still, it's probably a good idea to grab them early - better be safe than sorry, heh.
