Go to Everlook in Winterspring and head east to those bears (the center point for farming for Azure Whelpling drops).

Those Crown Sprinklers also give chances for Azure Whelpings. I must have killed about 100 of them in 15 minutes. They spawn back pretty quickly and my rarity showed that each one gave me a chance for an Azure Whelping.

Rarity says that cause it set to add a +1 to each time you loot in the zone (regardless if the mob can drop it or not) and since these mobs are there temporarely there big chance they don't have the whelp on their lot table.

I was farming a Bronze Whelpling for a friend last night, and farmed over 160 lovely charms by the time I stopped for the night. Not exactly the same idea, but it is still two birds, one stone, albeit different birds.
