Mastering the Menagerie + Big Bag of Pet Supplies?

Is the Big Bag of Pet Supplies available to those with a Tier 3 Garrison only? I've been doing the garrison pet battle daily (in my Tier 2 Pet Menagerie), and I've only been receiving Pet Charms (x8) as a reward, not the Big Bag of Pet Supplies which has a chance to drop a pet. Is this a bug? Or are there other dailies that open up with a Tier 3 Menagerie?

The Big Bag of Pet Supplies requires a level 3 Pet Menagerie. I was fairly disappointed to see this after I upgraded to level 2. :<
