It's just some mage spell I think.

It's probably a mage that has Tome of Polymorph: Black Cat and uses Glyph of Crittermorph.
I had a mage friend polymorph a group of moths into turtles once and then used an item to make them all follow me. Yay for flying turtles

Yep just some Mage having some fun.
My buddy one time made a whole bunch of moths pigs and people in chat were going crazy saying they saw flying pigs.
He did this when they first allied this to happen a few years ago he had lots of fun with it
