So I might be interested in getting this guy but what Im wondering is what is the going rate for him via either in game gold or real life money?

He is not tradeable. Only way to get him is to add the Cataclysm CE cdkey to your account.

right I am aware that you need the ce for it so I guess the question should have been how much does the ce cost gold or money wise?

Prices vary according to seller. There's not really much point in people here listing prices for you at random. You'd get a better idea of what it will cost you by looking for yourself and seeing what you can find it for.

If I already have Caty on my account (and MoP CE for that matter) can I still buy this on eBay and hook it to my account?

yes I did that.
sometimes can find the cata ce decently priced found mine for 50 bucks so said what the hell.
every other one is pretty pricey though
