IIRC, you cannot add an EU-CE to an NA account. Except for TCG pets, battle pets are region-locked.

Our web developer implemented an update to the exclusion list that should fix the issue with being unable to exclude pets. If you're still running into this problem please let us know, thanks!

According to Wowhead, it has one drop source: a specific Secret Treasure . Note that there are multiple "Secret Treasure" spawn points, but each has a different object ID. Unfortunately, I have my doubts. With Blizzard's current track record of having a hidden Covenant requirements on some of the rarespawn drops it wouldn't surprise me if this drop is Kyrian-only.
