Once you have the Animated Ulna, and the Animated Radius, head to Maldraxxus and you can loot the Flexing Phalanges at 47.39 62.11. Its a hand located on the ground. It is the final item you need to create Carpal. (thanks Matjz on Wowhead)

I'm really happy I randomly decided to check on this pet today! It has been months since I tried doing the Karazhan part myself, having no idea what I was doing.

A kind soul had a group going in group finder. I was able to zone in, run to the opera seating area, and click on Jenafur.

I don't think its bugged, there are 150+ Papi's in the US right now on the AH. It's just people aren't farming the bee stuff that much anymore. It isn't very lucrative unless you happen to get Papi, which is very rare. Occasionally I'll head over and do a bee event or two, but that's it. I no longer...

I have a theory on Papi. You must be exalted and buy the butterfly net for 25 royal Jelly. Wowhead is reporting if you use the net prior to an event start it gives you a buff. I was able to purchase this on the AH for around 10k, but they run about 100k on my server. I don't believe there is a specific IE you can run to get them, rather they appear to be a random drop from ANY IE.

I could be wrong but this is what the data is telling me.
