Found rare as primary under the cherry blossom trees at the Arboretum.

 

Took about 15 battles and I got a rare HS.

 

Lots of spawns were up and they respawned quickly, should be an easy farm for you.

Some good advice here...

 

Made a level 1 gnome on a low pop RP server.  Ran outside to the Toxic Airfield.  First Roach I engaged was a rare H/H breed.
