I had started circling around CoT for the whelpling around 12 (noon) server time and did not see a single one until exactly 7 (pm) server time. I spotted him just inside the CoT tunnel. However as soon as I had battled and captured this (poor) whelpling I left the tunnel and spotted 2 more and a 3rd being captured by a mage. I thought it was strange to not see any for so long and then 4 spawn exactly at 7.
