This pet is redeemed through the very rare 'Tuskarr Kite' loot card from the World of Warcraft Scourgewar TCG expansion. The card may be scratched to reveal a code allowing a single character access to this pet. The code may be redeemed at Blizzard's promotion retrieval page. The pet may be obtained in-game from Landro Longshot in Booty Bay.
The Tuskarr Kite may be struck by lightning that travels down the tether and shocks the owner, creating an interesting visual, but doing no damage. Lightning strikes occur about once every 10 minutes (2 minutes when raining). May not be used while mounted. |

 | Ok Tuskarr... I'm confused. I've heard of skinning bears, cats and other animals for armor, but skinning fish for a kite? Incidentally, the Tuskarr Kite flies about as high as its price on ebay. Of course, its fishy scent attracts seagulls, vultures, hordies on wyverns, and other flying vermin. *chuckles* Relax, hordies, I kid, I kid. You know I love you guys. You're some of my best customers, what with my pet shop being located right next to your sector of Dalaran. *winks* |  |

Anyone know if this one also disappears when mounted or swimming like the Dragon Kite?

You can summon it while in flight form (druids). Instead of floating above you, though, the kite will hover below you. If you are too far above the ground while in flight form, the kite will disappear after being summoned.
A friend of mine who also happens to be in the gaming industry told me that it likely has to do with character location call functions. The kite is connected by a graphical "string", and when you mount, the approximate anchor point for the character-end of the string changes, creating an error that is (lazily) solved by just programming in a "despawn-on-mount" function.
The Tuskarr Kite has a little glowing candle-effect inside the fish's mouth.
In Japan, on Boy's Day, families fly a large carp-looking flag for every son in the family. This is much like that.

It could be the first pet to increase a skill. They could make a pet for each profession. That would be cool.
