This pet may be purchased for 40 Champion's Seals upon achieving exalted with the The Silver Covenant faction (alliance) or the The Sunreavers faction (horde). Even though this pet binds when used, exalted standing is required with the appropriate faction before the summoning spell may be learned.

I must admit, I'm a little disappointed by the ordinariness of this pet. After slaving tirelessly to champion the cause of every allied faction, participating in countless painful jousting matches, you'd think the Tournament would reward us with something a little more... unique. Oh well... at least my Mana Wyrmling gets a mate out of the deal.

Reflection is an amazing spell and either will use this or crow when battling most aquatic pets. I dont even know how I got this pet... I didn't buy it from a vendor.
If you're considering levelling a magic pet for the achievements relating to levelling a pet from every family -- don't pick this one. Even though it is rare, its abilities (particularly Mana Surge, which you're stuck with until the pet hits level 20) seem to have a terrible hit rating or something. I seem to miss 70+% of the time when battling with this pet.. overall kind of disappointing.
anyone figure out mana surge yet? Says it does more damage in arcane storm, doesn't do more damage in "arcane winds" which is the weather effect from casting arcane storm, so does that mean only when the actual outside has that weather effect? I think this only happens in netherstorm?
The fellow battlepet commanders should notice that it's the only Argent Tournament pet that comes in Rare rarity (and the only wyrmling, that is).
Frankly, if it weren't for my desire and compulsion for completeness, I would have likely passed on this pet as a waste of Champion's Seals.
This pet is still a status symbol of a hard grind; it's just not a really cool looking status symbol.
