Collecting this pet is one of the requirements for the achievement Raiding with Leashes IV: Wrath of the Lick King, which rewards a quest to battle Algalon. Defeating him rewards Stardust!

The Sanctum Cub has 2 different skins, and can spawn in as either when summoned.

Regarding Breed: without wanting to be contentious, I'm not sure we could say P/B or B/B is superior to P/P.  At L25, P/B has 273 Speed, with B/B at 276.  There are health gains, but not that huge in either case, compared to the Power of the P/P (for obvious reasons).  The point is, neither 273 nor even 276 is going to be THAT helpful.  I agree on the moveset wanting Speed though, and on Fox Dance or similar being needed. But then it could be P/P anyway.

Dropped on my second run, 25M Heroic. The color-change effect is nice and it makes for a cute little pet. It wasn't retroactively added to Crazy for Cats, so despite being a cat, it doesn't count. Haven't battled with it yet, but other than being Magic typing it doesn't sound like it has anything super special going for it.

Although a very cool looking battle pet, Blizzard has once again jumbled the movesets like with Mechanical Scorpid. For PVP, I would suggest bringing a pet with Dazzling Dance to capitalize on its 1st tier of speed reliant moves. You'll be using a lot of of Leap -> Pounce or Rend (if you're using Black Claw).

As for the breed P/P looks nice but B/B or P/B will be superior.

Interestingly, although the sprite in the pet journal has the spotted appearance, so far I've only been able to summon the shiny black version.

 

Also, confirmed to drop on 10-man normal.

 

Edit: Upon relogging, it looks like it's now summonable in both forms.

Confirmed. Drops from Auriaya HC 25 man. Drop is a Glittering Ball of Yarn thats turn out to be a Sanctum Cub. First try - drop. Thank you ;)
