This pet is chosen among four vanity pets as a reward after completing a chain of Children's Week quests that begin in Outland. These quests may be accessed by characters level 60+. See the Guide to Children's Week for a detailed walkthrough of this chain. Other rewards for the final quest include Egbert, Peanut, and Legs. Collecting all four pets on the same character is possible (over the course of four years) since the quests are repeatable each year.
Willy's eye-beam animation activates every 3 minutes. If no critter is in range, the timer resets.
This pet is also available as a FigurePets collectible (series 2).

The one thing that always amazes me about minipets is the attention to detail. Case in point: Willy. Here's a pet designed with exquisite features. In fact, if you look carefully at his backside, you'll find that he's even been equipped with the ability to relieve himself. In this way, he's able to wink at you both coming and going! *chuckles*

just used a magic Flawless Battle-Stones on it for try if working on no wild pet, and it worked.... my willy is 155 -11 -11 now ^^

Hes just SO weird.
Just wish he hadn't been nerfed to have such a long timer on his Eyebeam. Why Blizzard? WHY? Were they worried Willy would make critters an endangered species?
There was clearly a lot of attention given to this model, especially because they took a pre-existing creature and had to "baby-ize" it. The amount of detail is clear especially with the texture of the flesh and pupil. His cute little teeth are my favorite part. And the noises he makes are perfect. <3
