The NPC named Vin that offers this quest can be found near the orphanage in Cathedral Square in Stormwind City. Because this is a faction specific quest, only Alliance may pick it up and receive an Alliance Balloon.

The horde version of this companion is the Horde Balloon.

When mounted, the balloon pet will disappear.

This pet (among other non-battle pets) is of uncommon quality. But it CAN be upgraded with a battle-stone, i did this accidently with this pet, and tried it later with other pets such as guild page etc. Should'nt it be possible to show the quality of non-battle pets on this site? It looks better with all pets in blue. :D

It's a balloon.

 

It's in Alliance colors.

 

It has an Alliance Lion on it.

And it can't fight worth a damn.

Now that patch 5.0.4. has dropped, and pets/mounts/achievements are account wide, your Horde toons can learn this pet, and it counts towards the pet collecting achievements. However, your Horde toon will not be able to summon this pet.

(Note: this post is accurate as of 8/29/12, the day after the new patch was released.)

Just did the quest for this pet in the beta and Pandarens cant learn this pet. I hope this changes before the real release of Mists.

My granddaughter and grandson love to gather and turn in balloons. Need I tell you that I have to wait for them to be here to get them and every one of my toons has this pet?

Unfortunately as a Horde member, even if you are able to get into Stormwind unmolested, the quest giver does not appear. She isn't hostile or anything, just not visible (and neither is her quest on the minimap)

I assume this is the same for Alliance attempting to infiltrate Orgrimmar.

Its an easy quest. It takes about 5 or 10 minutes.

The balloons are located at ground level, and sparkle. You can be on a flying mount with them.

I found one in The Cathedral Square, one in the Damaged Harbor to the southwest of the Cathedral Square, and three others in the Dwarven District.

It may have been easier for me because I don't think anyone else was looking for the balloons.

I also think it was good of Blizzard to make a new LOW level pet available.

My balloon counted.

A kid came into my shop asking if I sold balloon animals. I had to explain that I only sell real animals. But what's the next best thing? An Alliance balloon that never pops, no matter how hard you try! That's right! Take out your favorite dagger and give it a shot! No, wait... kids shouldn't be playing with daggers. Give that here, boy!
