This pet is rewarded via the mail when your character completes the "Littlest Pet Shop" achievement. To complete this achievement, your character must possess at least 150 unique vanity pets. Upon learning your 150th vanity pet spell, you'll immediately receive this pet in your mailbox, sent by Dalaran's vendor, Breanni.
Note that the Celestial Dragon only has an idle animation while on the ground. When it is flying alongside players on flying mounts, it will not use its special animation.

If anyone knows any remedies for a hyperactive baby flying serpent, please stop by my shop and we'll talk turkey... er, dragon. I admit I had stars in my eyes when I first came across this sparkling beauty, but now I just want it to sit still for more than two seconds...

This pet is so different and fairly unique in skin, skeleton and style that I think its a very great choice for a 150 pet acheiv.
While I initially played with it for its sheer rarity, this little dragon is actually on my core team of battle pets. It's more of a tank than anything, but a regenerating tank that's only weak against undeads and humanoids is useful in the wild, and Moonlight gives a nice synergy with any pets that do magic damage or heal themselves.
Just got this pet :) Once I got the acheivment I had to log out and log back in for it to show up in the mounts and pet menu.
I recently got the achievement littlest pet shop and have yet to receive the celestial dragon has anyone heard anything about a glitch.
In my opinion, this is one of the best battle pets available. As many others have said, it's great for leveling lower pets. It's also able to solo most of the NPC tamers that can be challenged daily - including some of the Pandarian ones, such as the Whispering spirit. Personally, it's a core member of my group of battle pets, rarely exchanged for anything else because of its usefulness.
I still have no idea why this pet is so popular. This is one of the least impressive dragons available. The Ancient Blessing heal available in the second slot is not as good as Cauterize, Tranquility or Emerald Dream. If you don't want to take the heal, you are then left with conflicting weather options with Arcane Storm to Moonfire/Starfall. The slot 1 basic attacks aren't even buffed by the weather. If there is a worse dragon in game, please show me.
A pretty good tank and can deal some super damage. I don't find Breath as strong as others say but I still love this pet.
Don't know if it's the best of the pets nut it's definitely one of the best. I've been taking down trios of 25s in Pandaria with her solo at level 21. An excellent battler.
I cycle Moonfire, Breath, Ancient Blessing, Breath - repeat until they crumble. She makes it too simple.
Don't switch abilities. Ever. First three are the best. Moonfire, Dragonbreath, Ancient Blessing.
For PvE Battles, this will leave most enemies at half health while you're nearly full.
For PvP, your milage may vary. A smart opponent will open with Mechanical or Humanoid if they have it, or weather changer of their own to counter the Moonfire/Blessing combo.
I also duo it with lvl 4-20 leveling pets. I can easily start with low pet rotate out, then finish all 3 level 24-25 pets with it and just keep going. Not uber elite in PVP battles, nothing special, but VERY dependable in wild pet battles.
I named mine Elegon. I'm so witty! =D
It's not clear yet whether it will be an overall nerf, but his breath attack has been replaced with an elemental attack. This means his only dragon-type attack is the one on a long cooldown.
This was my first level 25 pet. Started with her because, well she is just pretty. Works well to catch other pets since she can keep healing herself through the misses. She will always be my fav, and better be since one of my guildies named theirs after me. ;)
