Prior to The Shattering, this whelpling was found from the Adolescent Whelps and Dreaming Whelps in Swamp of Sorrows. These creatures no longer exist.
As of Patch 4.0.3, the Tiny Emerald Whelpling drops from the Noxious Whelps found in Northern Feralas.

The emerald whelp may well be my favorite dragonling. Aside from being the toughest whelp to get, it’s green, and my favorite color just happens to be green. No, wait… blue! *launches into the air* AAAAAHHHHHHHHHH!!! *falls to her death* (If you get the reference, you get a gold star!)

just got mine tonight grinding around the lake only took 97 kills this time about 10k kills out of all my grinding since vanilla for this damn whelp
Circled the lake killing the whelps... I got one after about an hour, decided to continue farming to get a second one and got it after 15min!
I took the advie of circling lake jademir and got it in 8 minutes...the one whelp that had mine was hiding underwater :D.
Try an Emerald Whelpling (with Emerald Presence and Emerald Dream) plus Apocalypse to level any level pet against the Pandaren Air Spirit tamer. The Emerald Whelpling will easily solo the first two and allow apocalypse to kill the final pet.
A very happy day when I caught him a few years ago... finally! Now one of my main pets for battles. The HOT + Shield often mean I can keep him alive the entire fight without much efford. Yon and the Air Spirit Tamers have been solo'd several times. Very useful against flying pets with its reduced damage + strong attack.
Manged to get this adorable guy after 195 drops (roughly 19%). Just did what a lot of others suggest and circled the lake. I had been going for roughly an hour before taking a break and when I came back - first mob I killed dropped it!
Thanks to info from your comments, I got mine. I did circle Lake Jademir.. BUT took me 4 hours! But I have it now :)

I got this one a while back, but I had farmed a handful of times. Gave up. Went back about a week later.. and started again. There was someone else there farming and he asked to group up, and if it dropped, we'd roll on it. A SPLIT SECOND before he asked, it dropped for me after about 5 mins of farming that time. Whoops! Sorry, no roll!
I got this pet around the lake above Dreamers Rest in Feralas.
It dropped for me after only about 100 kills :DThe Respawn rate it pretty good, Just make sure you look around the ouside of the lake (Whole way round) to find any hanging round there.
I read up on this pet earlier today because I wanted a fly'er that I could put together with my Lil Ragnaros and Cinder Kitten. Strangely enough, it only took me about 3 hours to get one to drop.
At first I started with my Death Knight but I found him running or flying around looking for more to kill so I switched to my Hunter and turned on Dragonkin tracking. MUCH faster to track and kill!
Going to go back in time here. Vanilla WoW was when I got mine. I had farmed for the Crimson for days in the Wetlands. Killed over 10k of the whelps there and he finally drops. Then I set my sights on the Dark Whelp.Not as bad but still a long grind of about 1000 kills. I had been told horror stories of the Emerald Whelp so I saved him for last. I started what I thought was going to be a dreaming whelp killing spree and to my surprise 3 kills and he drops. Still my fav. after 4 xpacs!
I don't know but I've in the past farmed for days in a row and nothing. I just starteds to farm again yesterday and I'm starting to get some things that have a lower drop chance than the pet itself!
This very nice looking whelp was the easiest for me to get at 208 kills. If you are looking to complete your whelp collection, you may want to start with this one.
So far I'm about 10 hours into this grind, about 3,000 dead. . .and no whelping. And I got a dark whelping just lazily killing the searing whelps in dustwallow while trying to farm a rare Spawn of Onyxia. Oh RNG!
In my opinion probably the best anti-flying battle pet out there.
Took about 5 rounds of killing at Jademir Lake in Northern Feralas, also picked up the distress beacon, do all 3 and you get a robo chicken! Fast spawns, so just kill!
It finally dropped after 2 1/2 hours of running around the lake grinding Noxious Whelps. In the meantime, I levelled from 40 to 41 and filled my bags with leather, and watched a good movie. Nothing like a good movie -- or better yet, an audio book -- to relieve the tedium of grinding.
