Prior to The Shattering, this whelpling dropped from the Red Whelp, Flamesnorting Whelp, and Crimson Whelp. These creatures have since been removed.
As of Patch 4.0.3, the Tiny Crimson Whelpling is now a zone drop from the Wetlands.

Early on in my collecting career, I farmed for this pet for three days straight. Upon summoning it for the first time, I immediately noticed a problem: whelps fly right in my gnomish field of vision! But I wasn't about to farm for it again. So eventually my troll hunter got her own crimson whelp at auction — it only cost 120 gold... and my peace of mind!

The farm path is large, but it's not too tedious for anyone of decent level to handle them. Stop by the cave to the east for the Razormaw Matriarch spawn as well!

Happy hunting, large area, avoid Lost Whelps, not a lot of downtime between spawns/travel
Go to the wetlands. If you go over to the area that leads to the giant gates which leads to Grim Batol, you will see several broken down wagons. There is 3 groups of battles, 1-2 dragonkin and 2-3 dragonmaw orcs fighting. If you kill the mobs who are fighting, they will respawn within seconds of their death, giving you tons to loot!
P.S. I highly suggest farming these cuties before Cataclysm strikes...they might go extinct!

Currently leveling this little guy right now... totally worth the 8k gold I spent on it. The self-heal is magnificent and this pet deals a fairly nice amount of damage.
I couldn't tell you how many mobs I killed, but there is a spot where the dragonkins and orcs are battling it out and respawning constantly. Best place to sit and AOE. Boring but efficient.
This little guy is MAD elusive, but I HAVE seen him drop since patch 4.1, not so far since 4.2....
Good luck to all, and remember, dual purpose farming the Ebon Whelps, gives you little Black Dragonflight spawn to hold for ransom in the AH while you work towards this gorgeous little guy!! ^_^

Update: now up to 6100. I think I broke it!
Update: Got it!!! 6874 kills. Then turned around and got a second one after 47 more kills!
I found that laps around the border of the spawn area worked best, with maybe only 1-2 Lost Whelps in your path. I almost gave up but the 3617th Whelp gave me the pet. :) GL!
Overall, they are the most annoying (as Horde) to farm because of the low worth on the leathers and hides. For me, it took me about 5 days to farm, so don't get discouraged and good luck!
Well, it took more than 20,000 kills between my husband and I, but finally one dropped! I was beginning to get discouraged because it was taking so long, but that constant spawn point is great. Now on to the Dark Whelping!
Finally had one drop for me after thousands of kills, SO HAPPY. I highly recommend getting the spot around 67,47 (I think thats it, where the orcs and dragonkin are fighting). The spawn rate is brilliant there, aoe them down and auto loot. There are two small groups on either side of them, I found that if I ran up and quickly got those, the pack in the middle spawned faster and with more of them in one hit. I got into a cycle of left pack, middle, right pack, middle, etc. Good luck!
