I also caught this as a secondary pet while in a battle with a Roach in Booty Bay. Having the same problem (as with Crimson Moth) where the capture doesn't count for the Eastern Kingdoms Safari achievement though. Sadface!
You really need to update the info about where to find those rats on Tol Barad. The Wharf Rat does appear as primary pets in Rustberg Village, and there are a lot of them. You wrote "only found as an added pet, may join battle" which is totally wrong.
Tol Barad - Rustberg Village is definately the place to go. After having no luck in STV I headed off there and found loads. The mobs are easy to kill at level 90 and there are a fair few rats about and they respawn pretty fast too. Got a rare on my second circut of the village.
Just tried the Tol Barad - Rustberg Village. If you are already 85+ this is definitely a better area to get them than Booty Bay. There were quite a few and I got a rare on 3rd attempt. Not many other people out there right now since MOP.
Yup, agree they are in Rustberg Village in Tol Barard. Easy to get a rare with sides of squirrels. Replaced my level nine rare with a level 22 after the reduction.
There are a few of these (level 22-23) in Rusberg Village, Tol Barad. They seem to respawn quite quickly.
I got a rare brown one, and a common gray one - just need a rare gray now.
I got mine on the savage coast near the nagas as well. I was going to clear out some of the sand crabs and wharf rat popped up as a companion to the first one I battled.Â
As of 5.1, this guy's needed for the achievement. Â Eventhough I had one, it was not recognized in the achievement list. Â I set him free and captured a new one, earned the achievement.
I got the rare version farming pet spawns on Jaguero Isle while waiting for the rain.
Earlier I was clearing Stranglethorn for the rare versions of various pets, Lizard Hatchling, Crimson Moth etc and found them but it took quite a while, in all about 2-3 hours.
Farming Jaguero Isle all the rare pets turned up that i was finding hard to get.
Wharf Rat, Lizard hatchling, Crimson Moth, Forest Spiderling, Strand Crab, Tree python all rare quality, so try your luck there. =)
Got my Rare as a secondary off a Strand Crab by the nagas north of Booty Bay, like previous poster.
I was way up the beach by the nagas and got a rare to secondary spawn with a lizard hatchling.
As of Patch 5.0.5 (10-29-2012) this Pet is not needed for the Safari Achievement. Ie. it not only is not checked in the Achievement's Criteria.
I thought I only would need this one and the Mokassin, so I gone out to fetch them - first the Mokassin. The moment I caught it I got the Achievement - without the Wharf Rat.
If you need the wharf rat try this, wait for rain, go get a baby ape, and the wharf rat spawned almost every single time as secondary along with the ape for me.
Found one on top of a roof in booty bay
Just got one with a strand crab on the beach on the island north of booty bay. Also got a crimsom moth with one too.
If you're still looking for one of these, I'd defnitely suggest battling and clearing out the critters surrounding Booty Bay, as a couple of other comments have suggested.
I got mine (a rare on my first try too, lucky me!) as a secondary to a Tree Python that was chilling on the ridge just to the east over Booty Bay.
I got a GREEN one as a secondary, on the beach North of Hardwrench Hideaway. So you don't have to be anywhere near BB.

Finally got mine this morning. Have been killing all the pets on the surrounding beaches and hillsides, looking for Whart Rat as a secondary. After I fought a Tree Python and then a Beetle on the ridge to the E of Booty Bay, the Wharf Rat appeared on the roof of a building, close to where the Herbalism trainer is.
For all that doesn't think a certain pet counts towards the safari .... they do, you just can't see it untill you have em all, at least thats what happened with the devourering maggot in Northrend, couldn't see it as checked, though I had it in my journal, but when I got the scourged whelpling as the last one, i got the safari.
