In Alterac there are always only TWO SH up, normal or BP. They vanish/burrow between spawn points in Alterac (see wowhead map), but only change form at respawn so kill all non-BP hares and keep going. Dead hares respawn immediately somewhere else in the area and could come back as a BP. Also try to keep spawn areas clear so mobs don’t interrupt. I lost my rare moments before caging it when a yeti interrupted. Saw them everywhere as adds but finally got my rare in Alterac.
Ruins of Alterac is a zone by itself. Battle Rats[3] possibility of Hare as 2ndary, in Strahnbrad (takes up BP spots so battle 2 if they respawn). Go through Crushridge (higher % of spawns) and beyond as shown on Wowhead/Pettracker. Ignore spawn 53,23 -bugged (AoE may kill it). You don't have to kill the non-BP Hares, but you can. After I battled the Rats, the BP Hares were already spawning. The Hares de/spawn after a while, even the BP one. I got my rare this way. More info on Wowhead(Korleth).

Don't look to hard for this cute pet, just fly/run to Strahnbrad kill there all battle pets you can find one will show up as a second pet.
I had mine after one pet battle, i cauth him around 01:25 pm

Korendirs advice worked like a charm for me. The hare does not seem to spawn immediately after killing/battling the rats, but I always found some sooner or later, sometimes respawning in the very same spot I had fought another in the same cycle.
Apparently the rats respawn only once all possible hares have been dealt with, so when their corpses can be seen, a hare could possibly be spawning somewhere. But: Hares do eventually despawn, so don't take to much time.
Still need a rare one though.
Chionia is actually spot on. I gave what they said a try and it worked perfectly. As I killed non BP's, others spawned and it could be a BP or non BP.
After hunting for a rare Huge Toad all evening, I noticed that these show up as secondaries uncommonly all over Hillsbrad Foothills. You don't need to stay within Alterac. Just battle everything everywhere and you'll eventually find one as a secondary.
I also noticed that this pet doesn't follow you like the other rabbits when summoned. It just wanders around like its wild version and burrows to despawn.
In light of the previous comments, I can add this:
I watched these guys for over 3 hours, and can safely say that killing stuff around the area makes NO difference at all. I watched them pop in and out of the snow, usually around the trees and on a number of occasions the battle pet spawned right next to an existing critter and that one disappeared. There's also a couple of spawn points in the west, in an area that looks like a C in the snow.

These guys have really odd behavior when you're looking for one of them. I saw multiple 'beast' snowshoe rabbits which would occasionally disappear, and one battle rabbit but it burrowed or fled before I could nab it and didn't reappear in 10 minutes (I assume someone else got it). Going over to the Dalaran Crater and battling rats is a less exciting but more reliable (and less camped!) way of getting one, ime. Rabbits popped up as a second roughly a quarter of the time.
Some oddities I noticed while camping for my rare. I was killing the non-battle Snowshoe Hares and once as I went to wand one, it turned to a battle pet. I assumed I had mistaken it. Then it happened 4 more times. So don’t be too quick to off the little guys. Also if you do not kill the critter snowshoe rabbits they despawn within 60 seconds (Not sure about the battle ones, I never wait to see!). I do play on a CRZ server so that may be messing with me.
Got mine at Hilsbrad, lvl 7 common came to battle as a secondary to a poor Huge Toad. Really high up the river that crosses the map next to Tarren Mill. I was almost at the border to Western Plaguelands. I kept circling the area in the Locations section before this, but with very little luck. Someone must have been there right before me or something. I was only able to find one and unlucky enough that my pet decided to kill it...
Secondary pet possibility in Hillsbrad. Has very few Primary spawn points.
But one of them is right near where the Greech spawns during Xmas. Thats where I got mine, lol, while waiting for group to pull.
Spot on about the Libram camp, I got mine finally while camping there.
Got a Rare as a second to a Lofty Libram
Found my rare at 3:50 AM on Hellscream NE of Dalaran Crater. It was a secondary to a rat. I was checking the rats for Lofty - not sure if Lofty is a secondary ever, but you can't be too safe.
I concur with Coton, I've seen this as an addon in battle with everything from spiders in the mine to toads by the river near Tarren Mill; in fact, that's where I finally got my rare. :)
Found my rare as an add to the rats in Durnholde Keep! Although, i was finding showshoe hares attached as add to everything in the zone.
i just got a rare as a secondary to a rat in the town in the snowy area (S something).1400 server time. Dalaran server.
Found mine as a secondary to an infected fawn just north of dalaran crater (on the coast).
I've had issues with finding this pet in the "supposed" area they spawn... I actually just grabbed one around the Dalaran Crater as a secondary spawn from a rat. It was of poor quality. The ones around Ruins of Alterac though are beasts and not critter's on my server... I think they are bugged.
