Horde characters may purchase this and other horde-based Argent Tournament pets once they have successfully "championed" that race's cause through various quests. Alliance characters may purchase this pet through a neutral auction house and on occasion through their own auction house.

I'm Alliance, and this was in our AH for 4,850G. Another person had it up bid only for 50G. I bid on it, was outbid within the next 24 hours at some point, but thanks to the ability to check the AH remotely these days, I was able to re-bid from work (thank you, Blizzard!) and monitor it until I was alerted to the win. I am feeling SUPER lucky right now! :D
As you can see in it, it has a 1 second casting time and a 15 yard range. So your scorpion will stop for 1 second when he tries to sting you, and if you'll get out of range the sting won't land.
