This wild pet can be found on Jaguero Isle in the The Cape of Stranglethorn. It only spawns when it's raining on the island, however, this area has its own unique weather pattern. Although it might be raining in Stranglethorn, it may not be raining on the isle.

This is a great place to start leveling pets while waiting for that rain. I leveled a dozen or so to lvl 8/9 and after I got my Baby Ape I leveled those pets to lvl 14 in Tanaris waiting for sandstorm to capture Silithid Hatchling.

Couple of tips:
Northern STV, Southern STV and Jaguero Isle have separate weather. If its raining in one, it will most likely not be raining on the others.
The rain lasts for about 10-20 minutes. The length seems to be random. The Baby Apes will respawn throughout the rain.
Park an alt on the Isle or be prepared to camp. I have seen the rain multiple times and have yet to see a pattern.

Finally got mine!
Pro Tip: Jaguero Isle's weather is independant of STV. I logged in on an alt I parked hovering over the Isle. When I saw the rain I swept down and tamed a Green Baby Ape. I then started flying over to Booty Bay to grab a flight path to civilization. Over the water I noticed that it suddenly stopped raining. It was sunny over Booty Bay. To make sure I went back to Jaguero Isle. Sure enough, it was still raining hard.
So it was raining in STV but not a baby ape spawn to be found. I went around and killed all the other spawns (crabs, spiders, snakes, etc) and a few minutes later there were apes all over the place. When in doubt, just kill things lol...
Just logged in 9:33am cst, 7:33am realm and it was raining, baby apes all around, stopped raining 2 minutes later, saw an ape but when i engage i reallized i had my lvl 25 pets and forfeited so i could switch, stopped raining in that time, i'll be back tomorrow to try again, hopefully raining at the same time.
A great ability combo for this pet is to start by charging your Barrel Toss, Stun with Clobber, use Rake to reduce the damage of whatever ability your opponent is using (Remain versatile, if you know they are going to use a nuke, use Rake before that happens!) and then finish with Barrel Toss. This is a rotation that has knocked out the majority of pets I've come up against, the only downside is the Baby Ape has no healing available, so go for the 4/14 breed for maximum damage results.
After circling the island several times, I finally found one. It turned out to be uncommon, which is fine by me. I'd rather have one, and leave them for others because they seem to have horrific spawn rates.
So annoyed with this pet. Was raining in Booty Bay, so I flew to the island to see if I could get this guy. When I got to the island, the rain stopped. Heart broken I flew back to Booty Bay..Where it was still raining. Flew back to the island, nothing. Flew all around the far outter rim of the Island. It was raining ALL around the island, but not ON the island. Really Blizz... REALLY?!
kicking myself, before i started pet collecting properly i was on this island and it was raining, but i didnt know anything about the apes and now that iv been trying for days to get here when it rains im so annoyed that if only i had known then....
Today I finally got it! :D For 3 days I logged in and out on the island every ~20 mins from 6pm to 12pm and never once saw rain. Sometimes for an hour or so I killed monkeys and skinned them. Weekend I logged randomly all day - no rain. 2 days again every ~20 mins and nothing.
Today logged on about 20:15 and behold! 10 mins of rain and no baby apes until they started respawning. There were 6 other people from different servers also hunting for them. My 3rd was rare - yay!! :D
Finally got one of these and I got my blue in one rainstorm after three tries. Rain started around 6:30 am server time and lasted about 12 minutes. The blue that I captured had 597 health.
For those that might be upset or tricked like me. The rain in the cape is different that the rain on the isle. I flew into the Cape and it started raining, I as so happy! Then when I got to the isle it stopped. In the cape it's raining but not on the isle. You are not alone! Good luck!
i had to log onto a differnt toon on a different server to get mine. to many people on stormrage camping pets. lol... but there are 2 diff kinds. u want to make sure u get the one with the full attack.. its really nice at lvl 25 (breed 4,14)
Finally managed to get this pet. Discovered that even though it was raining today, I was aparently phased out because my camping toon was on the bambala raptor quests. once I drop the bambala quests, I phased back in, but it still required a re-log. Soon as I relogged, there they were.. and my first try netted me a RARE! baby ape. Found on Gul'Dan on the western side of the island at about 7:30 am in a huge rainstorm. :) Yay for finally getting eastern safari!
Was so happy to find it raining! But then I didn't find any baby apes.
When I discarded all bwemba's quest and relogged, I suddenly could see baby apes all over the place.
This was the last pet i needed in Stranglethorn, so i parked myself on the Isle at about 10.30 gmt and i had to pop out 20 mins later, so was trusting to luck, i suppose. Got back at 11.00 gmt exactly and as i walked through the door it was raining, so without further ado. It rained in total for no more than 5 mins, and first mob was a poor, second was a rare so happy with that luck i targeted the shore crabs, and while doing this i picked up a rare lizard and another rare Ape.
I'm on Zangarmarsh at 11:42am 1:42pm EDT it is raining on Jaguero Isle and I got my rare after getting uncommon 2 different specs. There were about 10 up and I left all the others I checked. They were all over the island.
Finally got my Baby Ape today at 8 am (10am server) on Nesingwary. I'd waited all night and the rain started at 7:51 am (9:51 server), lasting around 45 minutes. I had the place to myself for nearly 20 minutes, and thanks to a speed forfeit macro I quickly cycled through 10 poors, 10 commons and 7 uncommons looking for the rare before other pet hunters showed up. Though I didn't find the blue, after 8 hours of waiting (catching other rare pets in the process) I'm happy with my green!
I'd been looking for this guy on and off for awhile. Logged onto my 85 Druid near midnight server time, and it was finally raining! There were no pets visible, though, not even crabs. Tried turning "Track Pets" on and off logging out and in (Baby Apes showed for a second, then disappeared) even clearing some of my quests. Finally logged on to another char on the same realm, but by the time I got back to the isle the rain had stopped. Anyone else have this problem?
9am server time and I feel like it only rained for about 10 mins. Most were poor or common, but I did find one uncommon. Just as an FYI, when it was fully raining, all the pets were baby apes. I started to notice the normal pet types spawning and then it stopped raining. I was in a battle when the rain stopped and there were no more anywhere on the island when my battle was through. So if you see a few apes and a bunch of other types or pets, I'd take the first one you find, just to be sure you get one.
