This wild pet can be found on Turtle Beach in Krasarang Wilds. It only spawns during the Wanderer's Festival.
The festival is held only on Sunday night from 9 PM to 11 PM (Pacific Standard Time, GMT-8). During the festival, floating lanterns appear on the surface of the water and Pandaren NPCs wander onto the beach to set up bonfires and shoot off fireworks. Shortly after, the Wanderer's Festival Hatchlings appear.

The event is located at Turtle Beach in Krasarang Wilds loc 72, 32. Be there a few minutes before the event starts or just a few minutes before it ends (2 hours in between from opening ceremonies to closing ceremonies).
They are lvl 23-25 so bring your lvl 25 pets. You will most likely only get one shot as this area is often populated with other collectors. Be sure your trio is full health & capture the turtle even if poor quality.
The window to grab a turtle is very small & once the 3-5 that pop are gone that's it, there is no respawning til the next week. They will not appear as secondary battle pets. Once the celebrants lay the lanterns they are carrying in the water, the turtles will appear.
If you stick around you will get the achievement just for attending [Wanderers, Dreamers, and You]
Alliance faction can unlock a flight path just nearby *The Incursion* @ 67, 32

Create a /tar wanderer's festival hatchling macro and bind a key to Interact with Target for fastest response. If you've got these ready to spam (I used keys 1 and 2), you can beat the guys clustered at the statue/water's edge to the nearest hatchling. There was a comment on wowhead: Blink and you'll miss it .. and it's true. Good luck everyone!
Turtle Beach is EAST of The Incursion at LOC 72, 31.
i got mine today at about three mins after the festival started. Saw a paw and pounced! Ended up capturing a poor quality one (thanks turnip) and all of the spawns were taken. Glad I saved that aquatic battle stone! Leveled him up and I do have to say, he is a very good strong battle pet!
Not 100% sure, but I think this event starts at 06.00 now in EU +1 GMT (that's when time is 9PM PST.
So I got to do this before work....I hate you Blizzard....
I just got this and the festival started at 9pm as usual, despite changes on other realms since the patch. The Hatchlings spawned at 21:02 and were all gone by the time I finished my capture at 21:04.
Got him tonight at the opening ceremony of the festival. A few things:
First, everything I could find says this starts at 9pm realm time, but didn't actually start until 11pm realm time (Whisperwind--same as my local time, CST). I waited around for 2 hours, 15 minutes.
Also, don't camp the middle, around the statue, with the others. Find a cozy corner of the beach & hold down the sand. Your chances of getting this pet will drastically improve.

Went there first time, there were another 5 people hovering around. I stood close to the beach, close to the big turtle wandering on the left from the statue. People seem to concentrate on the central area, so I thought I will try the side. And it proved lucky as one green paw appeared 5 yards away from me. It was poor, but I am still happy :)
Stood around till 9 pm, finally they appeared. Not many whatsoever. And all I got was a poor. And I didnt get the achievement for being there at the start for some reason.
I waited around for next start at 11 and a few more came out. But it looks like not a lot come out at both times. Happy hunting.
These pets spawn only on a Sunday, between 9 and 11PM server time. They spawn right at the beginning of the festival (just after 9 PM), and I have been hanging around for a half hour now, and haven't seen another spawn yet. It's possible these are like the Shadeling, and only spawn in a single 'cluster' at once.
The festival is held on Turtle Beach, which is due east of The Incursion. You'll know you're there when you find the statue of Liu Lang.

Just caught a one that was level 23 with 3 pets at 18, 17 and 16. Very tense battle but I had to try since it only spawns once a week!
This is one pet I may never catch. I simply refuse to stay up, or wake up, at 3am my time to get this silly thing
Hey, I've been searching for this pet, and my troubles are such that I made it to the beach, it's 1 in the morning my time cause I'm on the East Coast, but no turtles. And I don't see any Festival Lanterns even though this is a Sunday. Am I screwed until next week?
Just remember this only happens on a SUNDAY. Ceromony starts at 2100 server time. Saw 2 spawn first time round.
I can re-confirm that it is based on Pacific Time. The lanterns in the water spawn first, then the NPCs coming to the beach, then right after I got the Acheivement for Wanderers, Dreamers and You, I noticed the little green paws spawn. There were six of them with only 4 of us on the beach getting the acheivement and I think looking for the spawns. BTW, it must become a CRZ at this time as there were other realms there as well, even though Pandaria is not CRZ yet.
Got mine last night. It is 9pm pacific time. They spawn after the opening ceremonies are over. If it's your first time there, you'll get an achievement for witnessing the opening ceremonies.
Last night I was logged on until 10:10 server time and did not see the event start. Unfortunately, I was not able to stay up later but I am now under the assumption that the event starts at 9pm PST. Since I am on EST that means 12 am for me and that is no bueno.

I'm not sure if I'm late or the festival's times are just off. I logged in today at 11:30 central, but it was still 10:30 on my server, and it was 9:30 pacific. It's been half an hour, and there's still no festival. Could I have fallen victim to the terrors of CRZ?
