I can confirm they come as a secondary to the water wavelings very frequently. Easy to farm one there.
While battling a Water Waveling in Zul'Drak an H/P rare Huge Toad turned up as a secondary. Approx 38.5, 73.9, Server - Draenor EU. There are many spawns of Water Wavelings and Huge Toads are frequently secondary pets, so the odds are good to find a rare if you are hunting for a high level one (he was demoted to level 20 by capture).
To echo Mâximus' comment, I found a Rare L24 Huge Toad in the Twilight Highlands. It was one of the two additional pets aiding a Scorpid, fought at the northwest end of the Verrall Delta (x64 y39).
