There are a total of four Tiny Carp that can be fished up in Pandaria:
The Tiny White Carp can be fished up from Giant Mantis Shrimp Swarms, Reef Octopus Swarms, and Tiger Gourami Schools. Additionally, it can be caught by casting into the Fish of the Day in the Dread Wastes, Kun-Lai Summit, and The Jade Forest.
Another way to obtain this pet is by fishing in open water, mainly on the coast of most zones. For inland open water fishing, head to Kun-Lai Summit or The Veiled Stair.

I got mine today at the Shadow-Pan Monestary today beside the npc El for the fish of the day. ^.^
So I stopped counting at 6k fish (just grocery bagged them and powerleved my cooking) BUT I finally caught one! This one!

It hasn't been mentioned but the pet isn't blue to begin with! When fished up it has white text, only when learned does it turn into a blue/rare pet. I was so sleepy I almost missed it because I was looking for a blue item to pop into my bags.

Caught this today off the coast of Sri-La Village while fishing reef octopi in the "fish of the day" pools. Took me about 350 casts. Having yourself in the LFR que to break up the monotony helps a lot, as does some good music. Happy fishing!
Kun-Lai Summit, ina Tiger gourami pool, fishing at lvl 258 and using the default pole. No idea how many casts i just fish every so often while in Q.
This is the first of the carp pets that I've fished up. This came up on a fish of the day pool in The Jade Forest outside Sri-La Village. Nothing special equipped. Basic pole, no Ancient Pandaren Fishing charm since I don't have one yet. No lures, etc. It came as a secondary fish to a Reef Octopus. Less than 100 casts, based on the fact that I came away with 87 Octopus and a few crates. Good luck to all!
I just caught a Tiny White Carp in Jade Forest, at the daily fish event near Sri-La Village. Level 600 fishing skill, no pole equipped. It was a secondary item to a Reef Octopus in a pool.
I caught mine from a pool in the waters around Shado Pan Monastery at 7.25 pm server. I had 790 fishing skill at the time, and the pandaren charm active. I caught it from a Tiger Gourami pool, but NOT as a secondary fish, it was all on its lonesome. I had probably caught about 800 fish before he appeared.

I caught my Tiny White Carp from a fish of the day pool behind Shado-Pan Monastery.
Judging from the loot window it came in, I got mine possibly as a secondary from the Ancient Pandaren Fishing Charm.
Using Arcanite Fishing Pole and Weather-Beaten Fishing Hat (723 fishing skill).
I finally got this beautiful While Carp after 3 or 4 days while fishing about one hour per day at Shado-Pan Monastery in Kun-Lai Summit. The skill level that I was using was 710 while fishing in and out of those Emperor Salmon Schools in the area. It came as a second to another fish using the Ancient Pandaren Fishing Charm.
I had a higher level fishing gear on another character but decided to use the lower level gear character since he had the charm and it worked. I was around 850ish casts when this finally landed. But I had a friend who didnt have a charm and she got the white carp within the first few hundred casts, so it really is random.
Caught the Tiny White Carp just now in Kun-Lai Summit in the waters surrounding the Temple of the White Tiger from a Tiger Gourami Spawn. Not even 24 hours after fishing up my Tiny Blue Carp - quite shocked to say the least.
Default fishing pole, max fishing skill of 600 - basic stuff. I usually use a special fishing pole, but often I forget. I had been trying specifically for the White Carp for roughly 3 hours. Exceedingly lucky, I think.
Time to get the next 2!
I caught mine right outside Sri-La Village in the Jade Forest in a Giant Mantis Shrimp Swarm. I wasn't expecting it, but it was a pleasant surprise while doing my windserpent dailies.
Caught this one fishing the Tiger Gourami pools right outside of Shado-Pan Monastery (33,44) after about 60 fish caught.
Caught mine on the little lake close SPM inside tiger gourami bubbles after about 600 fish, wasnt the fish day for that fish.

Was simply fishing Reef Octopus pools in Karasang Wilds for my Mimic of the day when this one dropped. I'm not sure you actually need 800+ fishing to obtain either but I was charmed and specifically fishing the RO pools.
I actually got this lovely little guy (only one of the new carps that has two heals to use at the same time). I got him in a Reef Octopus pool after about 350 caught Octopus. So I been fishing salmon and the other fish of the day like crazy to get the other ones. BUT just yesterday I caught about 600-700 salmon and no blue, green or red carp for me. SO I must've just been really lucky with the tiny white carp. A bummer but I am really grateful I got him :)
Tip: listen to audiobooks when you fish
I would like to know if you need to be fishing in a "pool" to get the drop? Reading the patch notes it sounded like any general fishing had a chance to drop, low chance, but a chance.
Got one on a new 85 fishing in Jade Forest at the daily rapid spawns, had just learned fishing, caught it at fishing level 4. Shortly after fished up the mega enormous fish from the large pool. Lucily had friends near by to come help with the nearly 20Million health fish.
Caught in Kun-Lai, off the coast in the northeast, Shrimp School. Also, Ancient Pandaren Fishing Charm does help. I caught my Blue as a secondary to another fish. Hope this helps someone. GL all!!
