The [Bag of Fishing Treasures] that drops this pet can be obtained by completing the daily fishing quest [70]Crocolisks in the City. Level 70+ is required to obtain the quest, but a Fishing skill of 1+ is all that's required to complete it. Note that this daily quest is randomly available among four other daily fishing quests.
As of patch 3.2, the drop rate from the [Bag of Fishing Treasures] that drops this pet was improved significantly from around 2% to roughly 60%.

Here's a few for all of you fans of Barrens Chat: You don't collect Chuck — Chuck collects you. If you have 5 gold and Chuck has 5 gold, Chuck has more gold than you. Chuck doesn't kill Fel Reavers — they crumble to dust at the mere sight of him. The developers tried to nerf Chuck... emphasis on the word "tried".

This pet is part of the new special vanity pets tracking achievement which has been data mined from the 3.3 PTR
As Sateena said, "It tracks several of the rarer pets including whelplings, raptor hatchlings, crocolisks and more".
shame all of these guys only come in the one crappy breed.. 3.
If you really are in love with this guy I suggest looking to see if there is another aquatic with the same set of abilities (no, I don't mean the other 3 you can get from the BC fishing daily).
I love this pet. His Rip ability combined with Blood in the Water is unstoppable.
Also, it should be noted that he makes two different sounds. They are both far from cute. I can't remember exactly since I haven't been on WoW yet today, but I believe one is a kind of gurgling sound and one is a gatory "meh."
Look out for other abilities that benefit from the Rip bleed effect. For example, all the crocolisks have Blood in the Water, and all bears have Maul.
He was the first out of the four crocodiles that I fished up back in the days. He is number to on my favourite pet list ^^
