Catch lvl 21-24 pets easily

User Gunfox on Reddit states that all wild pets in the Veiled Stair won't add other pets. So you can basically capture or take down a lvl 21+ pet with a 3 man team of lvl 10s.

Don't know if this is a bug or intentional but I've personally tested it out and it works.
