Level 1 pet stat caps

Does anyone know what the cap is for attack speed and health for a level 1 pet is? Highest I have seen is 14 for attack and speed at lvl 1 so far.

lil rag has 15 power at level one and zergling had 16 speed at level 1

Pebble / Scooter the Snail / Shimmershell Snail / Emerald Turtle: health=175 @ lvl1 (1969 @lvl25)
Lil' Ragnaros: power=15 @ lvl1 (374 @ lvl25)
Zergling / Cheetah Cub / Sapphire Cub: speed=16 @ lvl1 (390 @ lvl25)
