Thats cause blizzard doesnt care enough for pet battles - same with the beast of fables pets as soon as they noticed how easy they can be done by skilled pet battlers they slapped the "only 50% dmg debuff" on them wich hurts the casuals more then the skilled pet battlers...
Granted people was asking for them to be made harder, as well the reward made worthwhile. As you only got a single bag for doing all 10 of them.

Unfortunately I see nothing out of the ordinary here.
What I mean is, this is the way Blizzard has always dealt with imbalance. They DON'T KNOW HOW to balance things. They take a class that has an imbalanced ability that is too strong, and when people complain, they nerf it into the ground and make it imbalanced in the exact opposite direction so that it is now too weak and useless. It's almost like they can't be happy unless they're pissing someone off. Then when enough people complain, Blizz makes the class too OP again… and the cycle continues indefinitely.
